Numbers 32:4
32:4 Even the country. The lands these tribes requested were the lands recently conquered from Sihon and Og, kings of the Amorite tribes east of the Jordan (Numbers 21). The promised land, on the other hand, was the land of Canaan, west of the Jordan River, and Moses was angry at the implication that these tribes were trying to avoid the future battles for the promised land, and thus repeating the sin of their fathers forty years earlier (Numbers 32:13-15).
