New Defender's Study Bible Notes

2:1 meat-offering. The “meat” offering was actually a “meal” offering, composed mainly of “fine flour.” The meal could not contain any leaven (Leviticus 2:11), for leaven symbolized evil, and the fine flour was evidently intended to speak of the absolute purity of God.
