49:6 for a light to the Gentiles. The Father is here speaking to the Messiah, His Son. He is to be “the light of the world” (John 8:12), not only to Israel.
49:8 Thus saith the LORD. Paul quotes and applies this passage in II Corinthians 6:2, stressing the urgency of belief and obedience without delay.
49:12 come from afar. The scattered people of Israel shall be gathered back to the land in the last days (Matthew 24:31).
49:12 land of Sinim. This is possibly a reference to the Chinese in the Far East; the Chinese are a very ancient nation, settled soon after the Babel scattering.
