12:7 are the kings. It is significant that several of the cities in this list were named in the famous Tel-el-Amarna tablets, excavated in Egypt in the late nineteenth century. These tablets were letters requesting help from Egypt against invaders called Habiru, a term which might (though this is still controversial) be equivalent to Hebrew.
