Judges and officers shalt thou make thee in all thy gates, which the LORD thy God giveth thee, throughout thy tribes: and they shall judge the people with just judgment.
 

16:18 Judges and officers. In the ten commandments, no provision was made as to how they would be enforced, even though various penalties were set up for those who broke them. However, judges and officers had been appointed by Moses even before he received the tables of the law (Exodus 18:25-26; Deuteronomy 1:16-18).
